Are Obama era regulations on business killing jobs?

Regulations could have something to do with it. Obamacare could also have something to do with it. It could also be a feeling of uncertainty about what the administration will do next to kill business. Jimmy Carter was eliminating regulations, and he still managed to kill jobs, so I'm still not sure if regulations are the sole reason for jobs being killed this time.
