If you're a state trooper, do you have to be a higher promoted officer to get a good car like a charger?

I'm about to be a state trooper and well I've seen state troopers drive the older impalas and some drive the new chargers, do I have to be a certain type of trooper? Or just get lucky and hope they ign you a good car. I mean either way, I'll love my job, but I'm just curious.
