Is this Work Blackmail?

I work in a very large building. Within this building we are designated to teams. There are goals that every employer needs you to meet. However there are certain people on my team that are not meeting the companys goals. Can they make everyone on my team sign a non company logo doent that says that you understand the goal and if you do not meet that goal that you will be terminated. And if you do not sign this doent you will be terminated. But not everyone in the building is signing this paper. Each team had a boss and this boss is making us sign this paper. But for the people that are exceeding the goal, is it fair to make them sign this paper? And if they dont, can they be terminated?
